Born in Puebla in 1922, Fernando Ramírez Osorio approached art at a very early age, barely a teenager, at a time, in the thirties, when cultural effervescence in Mexico reached its best moments and muralism remained valid as the only one purely Mexican artistic movement. Ramírez Osorio was inspired by the artists of this era and studied at the Popular Academy of Fine Arts in Puebla. Later he would join forces with other creators, mainly engravers, such as Leopoldo Méndez and Ramón Pablo Loreto, to promote artistic creation in Puebla. The legendary José Guadalupe Posada Gallery, founded in 1951, was his initiative, and he also directed the State Visual Arts Institute and has been an art teacher at various educational institutions. In 2013 there was a retrospective offered in the gallery of the museum of San Pedro, Puebla.
